Coastal Waterways FEMA Public Assistance Experience and Certifications
Our staff has performed Preliminary Damage Assessments (PDA) and Administered all aspects of the FEMA Public Assistance program as local and state representatives. Coastal Watrways staff has demonstrated experience working with local, State and FEMA officials to verify damage and estimate the amount of supplemental assistance that will be needed at the local level. Staff experience also includes providing states with techinical experts during the Preliminary Damage Assessment phase and through the Long-term recovery and program close-out process.
Our experience in the FEMA Public Assistance (PA) Program includes:
Authored Project Worksheets for Small and Large Projects
Combined multiple sites into one project with an estimated cost above the large project threshold
Identified the cause of damage and a description with dimensions of the damaged elements of the facility
Developed the scope of work necessary to repair the damage
Identified applicable methods for determining costs, including time and materials, unit cost, and contracts
Identified the costs of basic engineering and design services on complex construction projects
Corrected Small Project Worksheets as a result of the Validation conducted for the self prepared PW’s
Processed Small project cost overrun
Processed Large projects progress payment requests with full documentation of actual costs
Prepared final inspection reports for FEMA review for obligated/deobligated process
Recommended and prepared Alternate Projects for permanent restoration projects
Administered the appeals process for a number of small projects with significant cost overruns
Incorporated Hazard Mitigation measures in the initial repair of the damaged Public facilities
Identified and implemented both Section 404 and Section 406 Hazard Mitigation Measures
Identified and processed PW’s with duplicate benefits from insurance policies on Public Utility Facilities
Managed the monitoring of Debris Removal Contractor including training, progress and map updates
Provided Project Management and Administration to maintain accurate records of events and expenditures
Processed time extensions of PA deadlines in situations of extenuating circumstances
