Floodplain Management Projects: Flood Map Revision for Sunset Condominium, City of Key West, Monroe County, FL Coastal Waterways prepared a coastal flood analysis of an existing private residential condominium to support a request for a Letter of Map Revision (LOMR) from the Federal Emergency Management Agency (FEMA). Services included analysis of a new transect with current survey data points utilizing the FEMA approved WHAFIS numerical modeling software. The analysis by Coastal Waterways and subsequent application processing with FEMA contracted staff, resulted in a flood map revision. It was determined that all of the condominium structures on this site were located within Zone AE, and not the higher insurance premium zone, Zone VE, resulting in substantial savings. FEMA Hazard Mitigation Grant Program (HMGP) Benefit-Cost-Analysis (BCA) for the St. Lucie West Services District, St. Lucie County, FL In September 2009 over fourteen inches of rain fell on St. Lucie West Community causing record flooding and flood related damage to homes, stores and infrastructure. Coastal Waterways prepared a FEMA Hazard Mitigation Grant Program (HMGP) Benefit-Cost-Analysis (BCA) for the St. Lucie West Services District, the entity responsible for multiple utility services to this community of 20,000 residents. Coastal Waterways compiled flood damage and loss data, defined flood event frequency, and assessed improvement benefits in accordance with FEMA rules, to calculate an acceptable Benefit Cost Ratio (BCR). The BCA is expected to demonstrate that the $1,140,000 flood control improvements are eligible for 75% federal funding. FEMA Letter of Map Revision (LOMR) for Residents of Cypress Lake Subdivision, Indian River County, FL Coastal Waterways successfully obtained a Federal Emergency Management Agency (FEMA) Letter of Map Revision (LOMR) that effectively removed homes from a designated FEMA Special Flood Hazard Area (SFHA). Services included the preparation of an MT-1 FEMA Application, solicitation of the County floodplain manager concurrence, obtainment and analysis of individual home surveys and certifications and in some cases, preparation of Elevation Certificates for homeowners. The result of this project has reduced annual flood insurance premiums for eligible homeowners up to 50%. Flood Zone and Floodway Analysis for Private Residential Lots, Naples, Collier County, FL Coastal Waterways prepared a coastal flood analysis of private residential lots including assessment of the existing coastal floodplain and floodway capacity to demonstrate that fill placed on multiple private residential lots will not increase the water surface elevation of the base flood more than one foot at any point within the community. Coastal Waterways conducted a literature search and performed a flood zone and floodway analysis and compiled a letter report to the local coastal floodplain manager demonstrating the proposed fill will meet the local and federal requirements.
